  8.      FEES FOR `HAMS':  A House committee voted to levy licensing fees on
  9. "ham" radio operators and satellite launching companies, and increase
  10. existing fees on communications businesses to help reduce the federal
  11. budget deficit.  Under the committee's bill, 17 communications areas will
  12. have fees for the first time, ranging from $30 for an amateur short wave
  13. radio license to $70,000 for a permit to launch a satellite.
